Why isn't Ron Hextall in The Hockey Hall of Fame?

He's ranked 25th all time with 296 wins. Was a legendary goal tender, the last of his breed, in that he was the last of the "old time" hockey goalies. And might I add one little statistic , he is the all time leading goal scorer at his position. Scored not one but two goals. One regular season and a second in the post season.
